New Federal Rules Impact Private Property Owners
Effective January 16, 2007, the final ruling from the Federal Highway Administration (FHWA) clarified the following requirement: If the public travels on property that is privately owned or managed, traffic signs, pavement markings and other traffic control devices are now required to comply with the Manual on Uniform Traffic Control Devices (MUTCD).

Private properties with roads “open to public travel” include but are not limited to:
- Shopping Centers
- Restaurants
- Office Parks
- Apartment Complexes
- Airports
- Military Bases
- Sports Arenas
- Educational Facilities
- Industrial Facilities
